🎛️ System Config

Desk-level (global) tuning for every strategy's logic + shared risk controls. These are the params that were previously DB-only. Lifecycle on/off lives in Publishing; per-user execution knobs live in each user's settings. Changes apply within ~60s (config cache TTL).
